If you've ever clocked a turbo (turbine/compressor) you would have had to loosen the bolts you speak of .. you may be able to get to them hopefully. If so just tighten them.. snug not tight...going 180 degrees to the next one to tighten. That's also where the seals start leaking.. Any oil there? Most likely you'll have to take the turbo out to do the job correctly.
